(1) According to the instructions of the chairman, the welfare planning directorate should open an account in any bank or financial institution licensed by the Nepal Rastra Bank in accordance with the prevailing law and give the information to the committee. (2) Notwithstanding anything written in sub-rule (1) under clause (a) of sub-section (2) of section 29 of the Act or foreign currency received in the name of the fund from other sources, the welfare planning directorate shall open an account in foreign currency in a bank located in the country in accordance with the prevailing law with the approval of the committee. (3) The account of the fund shall be operated by the joint signature of the chairman or the force chief appointed by him and the director of welfare planning directorate or the chief soldier.
